Question: My 03 hyundai sonata squeels on a cold/wet startup. also when i drive it in the cold or the rain it squeels?

My 03 hyundai sonata squeels on a cold/ wet startup. also when i drive it in the cold or the rain it squeels? what do you think this is? also when this squeeling happens it is very hard to turn the steering wheel... only happens on cold start ups and in cold weather also when i turn the ac/ heat up on it will squeel however when i shut the ac/ heat off it will stop

It seems the drive belt is loose. Look at it before you tighten it. If you see cracks along the grooved area, replace it otherwise just tighten it.
